Rosalio Beltran Arcilla, Jr., born on May 1, 1939 in Caramoan, Camarines Sur is an artist and sculptor known for monuments and abstract figurative sculptures in aluminum, bronze, glass, jade, and wood. He graduated from the University of the Philippines in 1960 with a Bachelor of Fine Arts, Major in Sculpture degree. In 1975, he pursued advanced studies in sculpture at the University of Hawaii, delving deeper into the nuances of his craft. His dedication and talent were soon recognized when he was awarded a prestigious scholarship from the French government to attend the École des Beaux-Arts in Paris in 1980, further honing his skills and expanding his artistic horizons.
