Virginia “Betty” Flor Agbayani, born in 1922 in Batac, Ilocos Norte, was a renowned figure in Filipino art education. Dubbed as “The Grand Dame of Philippine Art Education”, she pioneered innovative approaches to integrate art education into primary and secondary levels, alongside nurturing and fostering the talents of numerous globally renowned artists from the Philippine High School for the Arts (PHSA). As one-time director of the University of the Philippines School of Fine Arts (later College of Fine Arts), she has also mentored throughout her career numerous masters of Philippine art and even National Artists.

While more known for her work in the academe, Virginia Flor Agbayani also made art herself. She has dwelled on painting, creating numerous works throughout her career. Her paintings were mostly of the Impressionist movement, using styles that exude mood and grace.
